Abstract/Summary
This Heritage Impact Assessment (HIA) has been written to be submitted as part of a full planning application for the demolition of a stable block and storage building and the construction of a New Dwelling and associated landscaping, at Greenfields, Marston Lane, East Farndon, Northamptonshire, LE16 9SL. The stable block and storage permission were recently granted planning permission for conversion to two residential dwellings (LPA ref: DA/2021/0140). This application, if granted, would replace the previous conversion permission. The Development proposals lie partly within a Scheduled Monument (SM) 1017190 - Medieval settlement remains at East Farndon and the potential impact of the proposals (Appendix 1) on that SM is the main subject of this report. This Scheduled Monument is formed of two polygons (Appendix 2). One to the north of the present day village and one to the west. It is a small portion of the remains to the west which this HIA is focussed upon in terms of the potential for direct impact. The Site contains a small portion (approximately 0.04ha) of the western part of SM1017190 (Figure 2). This is the northernmost part of this section of the SM. The remainder of the Site is outside the SM. The majority of the SM is outside and to the S and SE of the Site. The Design Team have engaged proactively with the Heritage Impact Assessment process. Meetings were held on Site in order to better understand and contribute towards the emerging proposals. The designs were discussed at key intervals in order to allow for comments and revisions, this process considered the following three stages of proposed works: Enabling works, Construction, and Landscaping and maintenance/planting. Every potential change was discussed, and its impact considered. The proposals were adjusted as appropriate and they are presented at Appendix 1. They are shown and described in more detail outside this document and within the main body of the application. The direct impact/s of the proposals upon the SM are considered to amount to No Harm using the terminology of the NPPF. The indirect impact/s of the proposals upon the setting of the SM are considered to amount to less than substantial harm at the minor end of the scale (again using the terminology of the NPPF). We have recommended two Action Points in the Concluding Section. These are to: consult with the Inspector of Ancient Monuments, Historic England with regard to the Scheduled Monument and forthcoming Scheduled Monument Consent process. consult with the Archaeological Advisor, North Northamptonshire Council with regard to the potential for, and response to, non-designated heritage assets (below ground archaeology) which are outside the SM but within the Site.
